[Custom blocks] Update all template dependencies

Summary

The custom block templates lag behind the current SDK and tooling releases. Update all direct dependencies in custom, habit-tracker, org-chart, and whiteboard to their latest stable npm versions, including Workers 0.9.3, custom-blocks 0.2.22, and dev-shell 0.1.98.

Raise the Node minimum to 22.12 to match Vite and add Vite client types to org-chart and whiteboard so their CSS imports pass TypeScript 7 checks. Replace the open-ended Workers range with ^0.9.3.

Test plan

• All four templates: typechecks, existing tests, Worker builds, and Vite production builds.
• Repository recipe tests, Markdown lint, formatting, and commit hooks.
• Updated template dependency trees: zero npm audit findings.
• Full npm run verify:all, including all Apps and Worker typechecks, offline tests, Markdown lint, and formatting.
• Live Notion rendering and deployment were not tested.
