[TASK-390669] Allow fresh Apps SDK releases in the default template (#107)

## Summary

The Apps template uses `@notionhq/apps@latest`, but pnpm 11's default
release-age delay can select an older SDK immediately after a release.
Exempt `@notionhq/apps` in the template's `minimumReleaseAgeExclude` so
new apps can install the latest SDK without a command-line override.
Other packages retain the default delay.

## Test plan

- [x] `pnpm config get minimumReleaseAgeExclude` from the template
returns `@notionhq/apps`.
- [x] Prettier check for the changed YAML and `git diff --check`.
- No local TypeScript compilation; this only changes package-manager
configuration.
